Need advice on a living situation

A friend of mine just moved into a four-plex. One of the neighbors has called the police five times in the last month for noise violation coming from her apartment. The neigbor has also called the cops a couple other times on the other two apartment tenants. Never once has there been a ticket issued or even a warning. The cops are becoming like best friends with us. In fact last night they stopped by at 9:30pm and 12:30am its becoming border line harassment.

My friend has filed a complaint with the cops about what is going on. This last time they issued her a incident number to reference to her landlord. All calls have been documented by the police. The police know the lady calling in is a few fries short of a happy meal but said there is nothing they can really do except keep coming out to check it out. The officer last night after giving the incident number said that it wasn't a criminal matter but was more a civil issue.

My Question is what exactly can you do about a civil issue like this? Is there any possible why to bring it to an end legally. By the way, my friend has already tried to confront her and person and asked politely why she was calling the cops and if she would please stop. She gave no good reason for doing so.

Tell your friend to call the cops on that crazy neighbor. Say that she smelled something "kinda funny" coming from the house and to check it out...
Maybe that neighbor will loosen up once she's on the receiving end.

Nothing she can do besides move. She could probably make the case that the landlord is failing to provide a peaceful and private residence since this neighbor is so out of line. Given that, she can break the lease and move on.

Start calling the cops on her. All the time. She'll either get the point and quit doing it to you guys, or move out. Plus, she'd get a taste of her own medicine. :D

If your good friends with the cops, and you know she's mental, you could do some really cruel, scary act that will put the fear of God into her. Then when she calls the police, psst, they won't do anything. She will live the rest of her life without ever getting enough sleep.

Or you could just file a report against her.

Thanks for the replys people, so it sounds like talking to the landlord is the only choice or calling the police on her several times to hopefully teach her a lesson.

Maybe a well planned out prank would be fun does anybody have any ideas?

Thanks Urinal Mint ill keep that in mind although were just friends at this point.

Seriously though if there is anything that can be done through the cops or advice from someone in a similar situation would be appreciated.

Certainly, you can file a civil lawsuit for harrassment, you can can set up video and audio monitoring equipment as proof. Talk to a lawyer (and it pains me to say that becasue I HATE lawyers) and he'll get you set up.

Just out of curiosity do I really need audio and video surveillance. Wouldn't the police reports be enough.

Being a college student money is an issue. Its even more funny that the four-plex is like 2 blocks from campus and 2 blocks from Aggieville (A street full of bars) it is almost all college students in like a 10 square block area. I live like 5 blocks away and when walking over I can hit 2 or 3 keg parties on the way on a Friday or Saturday night. There is more noise coming from the bars or a house party 2 blocks away than my friends apartment.
