As I'm sure you all know, Art Bell returns to the airwaves tonight!
I'd like to record his show (12:00AM-5:00AM) on my computer, so I need a program that I can set to record realtime MP3s at preset times. The show being five hours, it's very important that the software encodes into MP3 on-the-fly.

Audiograbber 7 has that capability. You tell it what time to record (and what input). It can't encode an mp3 directly (no program can), but I think it creates an intermediate wav file while it's recording and then encodes it.

Is this a realaudio stream or do you have an FM radio card?

I'm going to plug an actual radio into my soundcard. Don't tell me that no program exists that records directly to MP3, buffered or not.

It should work fine then. Effectively you're getting a direct mp3 output, but it's secretly creating a wave file behind your back and then deleting it.
