Need a small streaming video server

I go to art school. Here at school we have various shows and stuff and we have a network that goes out to the web. Right now, the tech here has asked me to help him pick out some parts for a streaming web server, nothing that would have a lot of users at once, but something that can be moved around the school to the various location that would be able to stream video/audoi out to the world. I'm not too sure what a streaming server really needs (a lot of cache? a lot of memory bandwidth? fast CPU?) but we can only spend 1500 on it (CND) and it can't be too big (mid tower I guess) so that we can move it around without too much trouble.

I was thinking either a P4 coupled with RDRAM or an XP coupled with DDR on a KT266a board.
We need something that can encode video/audio really well (I think the XP is good, seems to be vs. the P4 if I remember correctly). I know that 1500 is kind of tight, but that's what I was told.

I don't really know what the latest trends as far as platform for P4's is, wether or not it's RDRAM+P4 or DDR+P4. Someone please enlighten me.
PS. Don't tell me that I need SCSI and dually setup or anything, I know very well that I don't need that. This isn't a gaming rig so I don't need a GeForce.
Actually, that brings me to my other question. The tech wants a video in, video out card of some sort, I'm personally leaning to the AIW rage 128 (or whatever it's called). The 2d is good and it has the VIVO capabilities that we need (it's also cheap). The other option is a Matrox card, but I don't know much about them and last time I checked ATI's AIW solution was better than Matrox's tv wonder solution. Thanks.

Sound blaster Live 5.1 OEM

A little over budget but our tech here seems to like it compared to a P4 on an Asus P4T-E (mucho money and no raid AFAIK)
