Yeah, it's the combined rating that is important not the sum of the rails. One rail can use 20 only if the other rail is using 10 or less. More and more there are not even any limiters on the "separate" rails so you might be able to get up to 30A on any rail. Some reviews are thorough enough to point out when the split rails are a fiction.

If you have split rails, it's actually good idea for rails to be setup so the maximum of each rails don't add up to total.

Say you've got combined total of 30A and you know everything put together won't be over 30A, but you aren't sure if your load on each rail might exceed 15A at a time.

Having 15 + 15 puts you in a questionable place, but if you have 20max, 20max per rail, but together not to exceed 30, you can have a single rail load of up to 20A.
