What's not good about the Zalman 7000? I have a 7000AlCu on a socket 754 Sempron and use the motherboard's built-in Smart Fan to keep fan speeds low. You can also use the included Fan Mate - AFAIK every Zalman 7000 series comes with one. My Sempron runs really cool and pretty much silent. I hear the HDD chattering during access more than I hear the fan (which I don't hear at all). I also have an x2 3800+ that is overclocked to 2.5GHz and it doesn't run that hot - I use a Scythe Ninja running passive and it works great, so a Zalman 7000 undervolted should keep it cool enough, and still be really quiet.
 
yeah, the zalman 7000 series cooler is pretty good in my book. I have a case with virutally no airflow and the 7000 set on 5v is dead silent and i still cools 5-10 degrees better than the crappy stock cooler i had on it before.
