Need a program to make an avatar

Well, I would like to make an animated avatar. Is there a program that can do this and preferably, convert video into animated images etc.

hopefully, it wont be too hard to use

Can that program limit the filesize of the avatar as well?

I think so. You set it by pixel size as limited by the forum
that you want to use it at. Most like to limit the size.
