need a program to automatically download a file every day

well, i need to download a pdf file that changes every day. I've tried setting up getright's daily downloads tool, and it works ok, but not the way i would like. i set it to download at noon, and it will only download if the computer is on and getright is running at that time. like say i boot up at 12:10, it won't download. I want it to download just everyday, not only at a specific time. like if the time had passed and the download hadn't transferred, for it to realize this and download it upon startup.

what app will do this for me? there has to be something out there to do this.
 
Teleport Pro has worked wonders in that situation.

I originally got involved with it when a guy at work wanted to download racing stats every day and parse them into a database.
