Need a program that'll lower MP3 quality for me

I need to shrink down some MP3s, lower the bitrate and quality - what's a free/shareware proggie that'll do that for me?

Any help's appreciated, thanks!

Seriously, you could do it all with the LAME mp3 encoder in the command line. You can use the --decode tag to convert an mp3 to wav and then call lame again with whatever bitrate/quality parameters you want to convert that to mp3.

I asked in another thread about this, but wanted something I could set to auto do it when I'm xfering to my mp3 player.
I was also told about dbPowerAMP Music Converter for downsampling, but no one knew anything that would do on the fly converting.
