I have experience with both nvidia and ati's offerings. They both have excellent s-vid output with adjustments for your tv. I noticed you said cheap... anything like a ati 9600 or nvidia equivalent with suffice and have some decent gameplay too.
the highest pci card you can buy from nvidia is the fx 5200 or by ati it is the 9100 i belive. No 9600 series in pci. Sorry OP i haven't had any experiance with s-video out on pci cards. On agp i know that ati is good (all i have had).
Not sure about that, but I *do* know that Matrox card is not cheap. You might try a RADEON 9200[SE]... the 3D performance is bad, but it has DVI and S-Video out, and should be comparable in quality to the output on the R9600 and up.
I've always heard that the the GeForce 4 MX series had pretty nice video output quality due to the fact that they moved the TV output into the GPU itself, so the TV-out quality was no longer at the mercy of the card manufacturer. I think the GeForce 4 MX also had some decent onboard DVD playback acceleration, as well. I wound't want to game with one, but for a HTPC it might be a good low end solution.
