Needs to run my LCD at 1280x1024. I was thinking ATI because they're supposed to have good 2D. I've always owned Nvidia cards so I'm not familiar with ATI. Want to keep it under $100 if possible.

I have a Gigabyte 9250 128mb agp card as a backup and it has excellent 2D quality. Plays DVD movies smoothly as well. Got mine at newegg for $45.00.

Here is a list of the 9250's a newegg:

If by 2d, you mean photoshop like applications, any modern gpu will do, as %90 of the work is CPU/ram/harddrive bound

I meant as far as quality of text and images in Windows. This machine will only be used for the web, photo editing, and light video editing.

If you're using an LCD (which it sounds like you are), you should get an ATI RADEON 9XXX card with DVI out. Unless you have a super-crappy LCD without DVI input, in which case I would look for a Matrox card, or go with an ATI RADEON 9XXX (which is usually better than NVIDIA-based solutions, but it really can vary by model and manufacturer).

Matrox (G400 Max is nice); Radeon as above. Early Nvidia cards did not have great 2D; Nvida may not be your first choice for your particular applications. However, it is card dependent.
