Need a little help with DS3 Rev 1.3

I built one of my brothers a new PC specs are E4300, DS3 rev 1.3, Radeon x1900gt, 2gb ddr2-667 super talent, antec 480w True Power. Damn thing won't post boots up hear all the fans going harddrives spinning, but nothing is posting no beep no nothing at all. I've built numerous computers in the past this one is just blowing my mind though. I haven't tried the card in any other PC yet or a diff power supply I'm going to do that after I post this to see if that's the case, but I was just curious if anyone has had this problem in the past with this specific line of boards.

Tried 3 video cards, the x1900gt, 8800 GTS 320mb, and my 8800 GTX none worked. Going to take it apart make sure everything is seated properly then try the other powersupply if that doesn't work I'm going to think it's a bum board. The CPU fan takes a little while to spin if that matters much... Ok I tried different ram now and I reseated everything and it didn't work. My other brother is going to try his powersupply later but right now he's doing something on his pc so I can't test that and I don't feel like ripping mine out. If I can't get it to work you guys think I should RMA the motherboard?

I think I'm going to RMA the board, nothing I do seems to make it want to post.
