I need a device i can mount in a telco closet that filtering web traffic. Something to keep employees off the wrong websites.
Small form factor, managable and reliable.

I don't know of any turnkey devices that would do this. However, a small linux box set up as a proxy server certainly could.

You could set up a linux server with a Squid web proxy and install DansGuardian for content filtering. Both of these programs are free, but the monthly updates for the blacklist for DansGuardian costs $70/year for businesses.
