It has strategy consistancies because it is a strategy game. But it is a Turn-Based Strategy game (TBS) which means all actions occur within a single turn. RTS stands for Real-Time Strategy which means actions occur independantly from one another. This is the fundemental difference between these 2 subgenres of Strategy.

As for the original post, you need to clarify because a metric ton of strategy games has come out recently. There are some RTS's that just came out with great single player campaigns that aren't in your list, such as Earth 2160. But then the question becomes, are you looking for MP or SP?

As to the four you listed. I haven't played SW:EAW. Civ4 is a TBS with some extremely good multiplayer code, unfortunately games can last 7 hours. B&W2 has the same faults as the first game, becomes boring extremely quickly and you have to jump through the same hoops each level. The game looks great, its a shame it is so boring. AOE3 is probably the best true RTS on your list but unfortunately most people don't completely like the time period they chose for the game.
