Need a good Audio editor

I made this audio clip of my car, but i have alot of parts that need to be cut out. Soem of the reasons are:

wind noise
busy street intersections with only a stop sign

Heres the parts i need cut:

Cut 2:00 to 3:00
cut 3:15 to 3:59

Well, to make it easier on me and you. Can you list a program i can use to do it myself lol.
