Need a free Image creator

In another world, another time, in the age of wonder - I used Microsoft Image Composer. I loved it for simple stuff. Anything more complicated I just used Photoshop.

Now I have neither.

I need to make some basic shapes, with appealing colors and smooth lines. It needs to save to lean GIF or PNG. MS Paint isn't up to the task, so I installed Paint.NET and that frickin thing can't even do triangles.

So... suggestions?
 
GIMP for raster, Inkscape for vector.

Although, I find GIMP overkill for normal things; I use PhotoFiltre. It's an awesome program, It doesn't have very sophisticated features or anything, but if you just need to make shapes, then it'll do what you want.
