Need a file tool or action script to perform specific task

I quite specifically need a tool to select every 20th photo (by DATE) in a folder and all subfolders and copy them to a new directory with an appended number code on the end.

Is there a tool or action script or something I could use for this?

A client gave me multiple subfolders of large JPEGs - 27,000 total, and it keeps crashing Premiere Pro. The file names/numbering restart in each subdirectory. So I need to organize and rename every 20th picture, by date, copied to a new DIR with an added new number code on the end.

This way I can import far less photos into Premiere for the timelapse, which I will still be cutting down. It's just too many right now, but I do need to maintain full resolution on them because I need to do some zooming/cropping to reframe.

You should be able to do it with Powershell. I can't give you a specific script, but this looks like part of it...
