Need a device that can dynamically assign up/down bandwidth

So here is my sad story. Our family of five has a 3Mb/s DSL connection. (it's the fastest it gets out here) If that's not bad enough, very often there are multiple devices simultaneously fighting for bandwidth. Our connection can barely handle two streams at once, anything more than that and it's a misery to use the internet in any fashion.

My understanding is that QoS only works for uplink. Is this correct? If this is the case, I'm going to need a more elaborate solution than some ddwrt router I think. Please be easy on me, as I don't know a whole lot about this stuff.

The following is what I would like to accomplish:
I would like to be able to dynamically assign, and prioritize bandwidth by IP or MAC address.

For example, a child using PC2 can have the entire 3Mb/s if no one else is downloading/using the network, but the moment I fire up the Roku, or any other device, I would want PC2 to immediately drop to 768Kb/s.

-or-

I would like to guarantee my personal devices 2Mb/s, and let all others fight it out for the remaining 1Mb/s. If I am not using any of my devices, the rest can split the 3Mb/s.

Any suggestions on a hardware/software solution would be appreciated!
 
Look into adding a second DSL account and Dual WAN Router.

It will Not create one single 6Mb/sec. feed to be used by one computer, but it will provide 6 Mb/sec. feed available in total for few users.

I neglected to mention, I'm paying nearly $100 per month for the existing 3Mb/s connection, so it's not really a viable option for me right now to get a second DSL line. Do you know of any hardware solutions that would work for both wired and wireless devices? Even if it costs me a few hundred dollars or more, I'd still come out on top in the long run.

The reason that I answered they I did is because I do not thing that there is anything within reason that can do what is quoted when using 3Mb/sec. DSL.

And especially "dynamically assign, and prioritize bandwidth".
