Need a cheap TV-out solution that works with a laptop

Look for the cheapest scan converter you can find. AverKey's imicro comes to mind, it's about $90. It connects between the VGA port of the laptop and provides a composite video (RCA) signal for the TV (maybe S-video, too, but I'm not sure). I think that's one of the least expensive ones out there. I don't think there's any other way to do what you are looking to do.

Thanks. I was hoping for some cheeeeeep USB miracle. The cost of a scan converter could easily reach those of video cards with TV-out. :|

If cheap is what you want, then look for TView PresoCard by Focus.
I picked up one of these brand new on e8ay for about $25.
Every now and then a dealer will sell a batch of about 50.
If you don't like e8ay, then 30 seconds of searching found
this for $66.95 at TVIEW PRESOCARD PCCARD
Has both composite and svideo output.
Pix quality was comparable to ANY desktop TV cards, but
was limited to 640x480. They make another version that
goes up to 1024x768, but it costs more, and you stated
price not resolution as a need
