Need 24" 1080p recommendations

I just bought a new computer and am looking to upgrade my old 22" 1050p Asus monitor. My new computer is a core i5-4590 and a GTX 960. I don't want to go with a 1440p since I think the performance hit wouldn't be worth the better resolution. I'm looking in the price range of $200 - $250 but don't mind recommendations for a more expensive monitor (~$300) since I can wait for black Friday to see if there's any deals.

I'll be using the monitor mostly for web browsing and gaming. I'm not sure which would be better, an IPS or 144hz. Any recommendations would be appreciated.
 
I've been looking at monitors and I think for my gaming needs and ips would be better than 144hz. What I've been looking at right now is an Acer that's currently selling for $135:

I'd be willing to spend more but I don't see much difference with the more expensive 23/24" 1080p ips monitors. Some come with speakers/adjustable height which I don't need and one's like the Dell ultrasharp cost double and have a higher response time (8ms vs 4ms). Any other monitor's that are worth considering?
 
It looks pretty good. I was using an Acer 23" IPS monitor with 5ms and it was goor for gaming so this lne should be a little better since it is faster. Unless you are really picky about the refresh and the ms
