Necessary to OC w/ V-sync?

Hi all. I am playing Assassin's Creed IV and I notice that turning on V-sync will cap the FPS to 30. I'm also slightly OCing my GTX 760 GPU. So, my question is: if V-sync caps everything at 30 fps, then is OCing my GPU even necessary?

(I want everything to run smoothly, and I don't mind the 30 fps if it stays a consistent 30 fps. The problem is, it doesn't; sometimes the fps drops down to 20fps.)

Normal v-sync caps at whatever your monitor runs at,60Mhz usually so 60 fps,30fps is the double v-sync,check your driver settings.
Well if you get drops even from 30fps than yes o/c will help a bit but then again games are often so badly written that you will get drops no matter what.
