NEC DV-5700B problem.. help pls

I got NEC DV-5700B DVD ROM which is 12x/40x, and i got 2 problems: lately the drive won't read CDs at the first time, i have to reinsert the CD several times to make the drive read it, and after a short work (lets say 'warming up') there is no problem with the reading, i could insert any cd and it will be read with no problem.. the 2nd problem is the speed problem: i accidently tested the drive with nero drivepseed, and i got the maximum speed at 17X .. what can cause this? Thanx forwardly for your help..
