i just recently got a nec 2510a dvd burner and while it burns dvd's at the promised 8x, i find that it can only read movie dvd's at 2.3x

is this normal? do i need to do something to fix it?

Not too many have this drive yet, but there are reviews around the web that you can compare your movie playing speed with.

Hashberry, I just purchased the NEC 2510a as well. I'm not sure how to tell how fast it is reading movie DVD's. This is my first DVD drive on my computer and I've only had it for a few days, so I don't yet know how to check these things (I have WinDVD and PowerDVD). So, if you can tell me where to view how fast my player is reading the DVD, as well as where to try to change it to read faster, I can give it a try and report back!

Yes, NEC implemented a "rip lock", to prevent being able to rip movies at high speeds. It is a limitation of the firmware of the drive, but there are "hack firmwares" to get around the problem. Look for "Herrie NEC 2510A firmware".
