Re-encoding a lossy algorithm compressed song into another lossy algorithm is not the best idea, plus anything that can play oggs is surly going to be able to play mp3s.

Once something is encoded in a lossy format, it is best to leave it in that format.

When you go from wav to mp3, you loose a tiny amount of audio quality, but get a smaller file size.
When you go from wav to ogg, you loose a tiny amount of audio quality, but get a smaller file size.

When you go from mp3 to ogg, you have really gone from wav to mp3 to ogg.
This doubles the compression artifacts, so it sounds worse than the mp3.
And, going to the higher bit rates, gains you no sound quality, but it takes up more file space.
