Completely unrelated and irrelevant anecdote...An acquaintance of mine was working on his PhD and had a team of UMichigan grad students working on projects to replace the internal combustion engine with something greener, with far more power and range than currently capable. It was all funded by DoE grants. The idea was to ensure American automakers in Detroit would be the ones to benefit globally and take a leadership position from applying the lessons learned. Well, apparently the budget kept getting slashed over the past 3 years (Republicans in Congress dontchaknow?) and is now non-existent. Program got shutdown. But funny thing, Daimler-Benz hired all the researchers, took the research and moved it all to Germany. I guess as inventors of the internal combustion engine, maybe they figure Germany should own the replacement? So much winning...

That is amazing. (this is also how Singapore became a/the world leader in ES cell research and advanced medical research, all within about 4 years time--response to Dubya ban on new--meaning all--ES cell research followed by immediate cash dump and international PI commitments to a massive research center, when the world realized that the USA was no longer open for business).
