The network based flow controls limits the throughput to 9.80Mbps
Does the above mean my pc or does it mean my ips limits the throughput to my pc.

At present I am dropping packets and stalling this and other tests.
When the cable is normal I get (network based flow controls limits the throughput to 44.80Mbps)
