i have gone through the link before, and the specification is not on that page.

 
Short of downloading the DDK, which contains the full API documentation as well as architecture information and example drivers, I think those pages are the closest thing you're going to get to a "specification." Kind of odd that something called the Network Driver Interface Specification doesn't seem to have a single specification document, but if it's out there I can't find it. I think the DDK is your best bet.
