NCSA High School "scouts"

My girlfriend's brother is a very talented offensive lineman on his high school football team and he's been contacted by a few scouts as well as a "NCSA" or the National Collegiate Scouting Association.

Information on them is slim across the web, somehow, but from what I gather, it's a "pay to play" sort of deal that costs a couple of grand. That smells very, very fishy.
