NCQ on Intel

Is there some complicated process to get NCQ on this P965 MB, or has it simplified?

Just install proper mobo/chipset driver, use SATA drives that support NCQ, you should be all set

Why would you need NCQ though? benchmarks show it doesn't make any difference unless you're running upwards of 4 or 5 drives. It actually slows you down if you run less than that.
