i had the 290 version of Twin Frozr IV, i dont think they are as good as they look in the cooling department, when gaming it constantly hit 94'c, the card itself was in a decent airflow case and my room also air conditioned.

Sounds like you either had horrible case airflow or a faulty seated heatsink or some bios/fan issue that limited fan speed. MSI Gaming R9 290X typically runs 79-84C max load. You could have tried resetting the heatsink with new TIM. It's obvious right away that MSI Gaming 290x doesn't operate at 94C as no review shows that:

i re-applied arctic cooling MX-4 and no luck, then i returned that card to newegg and get Powercolor 290 PCS+ and i can tell the temperature for PCS+ is way cooler, 70'c max with only 60% fan rpm, may be i got a bad card.

Unfortunately sounds like you had a dud. I've never seen MSI Gaming R9 290X do so poorly in temperatures as you have described. Maybe you have a very leaky chip or the uneven heatsink cause it to not make proper contact with the die even after your reapplication of the TIM.
