It's not happening.
First off, we're now into April. For a brand new "from the ground up" football game, with a new engine and animations, it would already have to be
well under way at this point, far enough along for screenshots to be available.
Second, they (whichever studio) would have to have acquired the NCAA license, which would have to have happened sometime last year at the latest, and would have been big news. No such news is out there, on either front.
My dream was always that since most other devs are reluctant to challene EA on the juggernaut that is Madden with the NFL license, creating a new NCAA game would be the perfect alternative. Sadly, it's just too big a financial undertaking and risk for most studios. EA is
so entrenched.
As an aside, it's funny to think there hasn't been an official, sanctioned competitor to EA's NCAA franchise since the
PS1 days**! And to be honest, EA's college football games were usually far superior. Game Breaker was the last major competition left, and for the last several years of its life, EA's NCAA was clearly superior all-around.
**EDIT: I take that back. I forgot about 2K's NCAA College Football on the Dreamcast! Gooood times.
