Navy related question: command duty officer?

I just read something about how a command duty officer is superior to all other individuals while on duty, regardless of ranks. But is it also true that a CDO could be a petty officer or very junior officer? If so, can they give an order to say a commander?

CDO is always a commisioned officer. usually a Junior officer Enlisteds never serve this position they will usually serve the Duty office duty who in turn will call the CDO if somrthing big comes in.
if something major happens they do have to call the XO who in turn will call the CO.

XO of say a Navy carrier or Squadron is usally a LT Cdr. where the CO is usually either a Commander or a Captain.
