Navigating US Treasury's website

I'm at this link:http://ustreas.gov/tic/ticsec2.shtml#ussecs
trying to get historical data for "major foreign holders of US Treasury securities going back to 1997. Unfortunately, their data only goes back to 2000. I was able to get data a year earlier when looking at their archived files but that's it. Would something like this believe available in pdf format at the Library of Congress's website?

Nah, I need data for 1998.

Part of my old job entailed dealing with the Federal Reserve to obtain interest rate information. Prior to the web (I started in 1991), I had to call them by telephone to obtain said data. I've even had their data corrected on occasion and made suggestions that were considered for adoption such as retaining historical data on H15 releases back in the late 90s (at the time they were only storing limited data).

Ill bet if you contact the Treasury directly during business hours with a friendly and professional attitude you might get the help you're looking for. They are bureaucrats but a considerate and persistent manner will go far.
