Natural to have longer boot time w/ network? Also, can printer be used if computer is off?

I just set up a shared printer and shared folder with mine and my brother's computer.

Is it naturally do have a few extra seconds in boot time from this?

The printer is on my computer. If I turn off my computer, my brother's computer can't print from my printer, despite the printer still being on. Is there a way around this?

Also, this is a wireless connection.

Yes.

No. Just think about the wires for a second. The printer is hooked up to your machine via USB (maybe parallel). If your machine is off, how is data supposed to travel across that wire?
