Ok, the following is a question for a test I have tommorow. Oddly enough, I have no friking clue what the answer is. I guess I did not clearly understand what the prof was saying when he briefly lectured about it. What are they talking about?

In her model of hazard mitigation behavior Risa Palm describes ?gatekeepers? and in his model J. Ken Mitchell argues for a ?contextual? approach. What are these two hazards researchers promoting?

I can tell you the disaster that these two researchers most often study is earthquakes. I won't do your homework for you though.

basically, I just need to know what a gatekeeper is. I need somewhere to start on this.
