It's not my work. But I have been seeing an unusual amount of these birds in and around the Tampa Bay area over the past few years. Several of them like to roost on top if street lights and you will see a good number of them as you pass down the local highways.

The face in the pic almost resembles an owl, but I don't think that's what it is. Could they be ospreys? (aka, fish-hawks) (I don't think so, based on the photo...completely different)

I thought it was a red shouldered hawk too.

Definitely a hawk. I'm not that great at identifying one from another, except red tails if I'm fairly close.

Definitely not an osprey.

I'd say either a Red Shouldered Hawk or a Cooper's Hawk. The photo is not of sufficient quality for me to see the chest and facial plumage to make a more definitive call.

EDIT: Given the banding on the wings, I'm saying Red Shouldered Hawk, final answer.

I never can tell the falcons from the hawks. Got plenty of redtailed hawks here in KY and one that hangs around the house. Surprise, surprise I've never had rodent problems.

Possible

The red "shoulder" is visible when the bird is perched. Their upper parts are dark with pale spots; they have long yellow legs. Western birds may appear more red; Florida birds are generally paler

Hawks are much larger, slower, and do not dive bomb their pray the way a falcon does.
