It's like Breakout but is controlled with a knob. As you break bricks, powerups fall down and you can catch it with your paddle thing. Some powerups make your paddle bigger, others give you a cannon. What was it called!?!??!

There are dozens of games that play like that. But the one I'm looking for has a colorful cartoony neo geo feel to it.

Sort in mame by genre<breakout. The only ones that look familiar to me in there are the arkanoid ones, everything else is japanese or too old to be a possibility. If you think it was on the neo geo sort by manufacturer<SNK. This is in Mame32, if you are running something different hopefully it has a similar feature.
