i watch this on tv /newspaper alot about charges were brought against/ dropped

does this mean whether legal action is being pursued?

and during a fight when the cops arrive and if one party decide to file charges

will the party being charged get arrested and thrown in jail (and kept in jail for the weekend

til jail reopen monday?) and what does it cost for the plaintiff to file charges?
