its called a heatsink

Passive heatsink (pretty much a heatsink w/o a fan).

Looks like an OEM GeForce3 from MSI.

that black piece of metal is a heatsink. i would think it's safe to say that all modern video cards will already have at least a heatsink (some have a heatsink and a fan) on the gpu.
