Courts allow for hindsight. The priest was attending to a deathly ill woman who might've passed at any moment. The Sacrament of the Anointing of the Sick is EXTREMELY important for devout Catholics. He was in and out within a half hour.

He deserved a ticket, but there's no reason that they couldn't have overturned it in this rare case.

And then everyone on earth would expect special treatment for their rare case emergencies and every parking ticket written would have to be reviewed. Laws like that only work if they apply to everyone. Giving anyone the ability to weasel out by inventing some reason why their case is special renders them useless.

It's not like it's going to set a precedent. Every parking ticket would not have to be reviewed. Those who plead guilty accept the fine/points. Those who don't plead guilty have their day in court already, so nothing changes.

It'd still be up to the courts to judge each case individually. People weasel out of all sorts of tickets already for a variety of reasons.

Ultimately, them overturning a ticket every now and then for extreme exceptions changes nothing.
