I'm not positive, but I remember it just drops the voltage of the chip (effectively under-clocking it). So it doesn't drop the FSB speed, but the clockspeed of the chip. I recall they do it rather cut-and-dry, giving you full speed, and one or two increments lower, but no scaling technique.
