Lawmakers approved a lottery by the narrowest of margins Tuesday, making North Carolina the last state on the east coast to adopt a numbers game.
Senators passed a lottery 25-24 with Lt. Gov. Beverly Perdue breaking the tie.
It passed after Republican leaders questioned whether the bill was constitutional. They also made several procedural challenges, such as trying to delay the vote until next year.
House members, led by Speaker Jim Black, D-Mecklenburg, passed it earlier this year 61-59. Gov. Mike Easley, a Democrat who campaigned on the lottery, is sure to sign it.
