Mysterious IE toolbar appears, causes massive slowdowns

My parents have a Celeron 2 566@850 running Windows 2000. Recently they visited some site (or something) that installed a toolbar in IE.

The toolbar has links to some myhomemynet.com.
There are many icons for things like "Donate", "Search" etc.
I tried removing the toolbar using any means necessary (deleted all files relating to it, or so I thought, any registry entries, startup files, etc)... but it comes back. Yes, the icons come back, the files that run the thing (winupt.exe or something and winserv.exe) are all re-created upon boot up and the things will not go away!

I'm sure they could live with just the toolbar, but it creates unbearable lag on the PC. If you open any web site it takes about 5 seconds before you can type or click things. If you open Explorer (e.g. My Computer) there is a 5 second delay before you can browse your files.

Not only that but there are now My Comet Cursor references all over the PC. I removed these and they haven't come back for a while... but the toolbar is still there.

Anyone have any idea how to get rid of this thing for good? The bastards that made this program should be shot. Sorry, just angry. 🙁
