MySQL & XAMPP, Localhost access forbidden???

I actually have two problems, the first:

Recently I have decided to set up a test platform on my home system to test dynamic websites using PHP / MySQL. About two weeks ago I configured XAMPP to use a folder besides the XAMPP folder as my localhost/ directory to host websites in.

Today for the first time since messing with the set up other than to test websites I notice that it says 'access forbidden' when I try to go to http://localhost.

Can someone explain why this might be happening?


The second is that when I got to http://localhost/phpmyadmin/ I can't seem to remember my password. I pulled up the config.inc.php and I still can't get in there. Am I looking in the wrong place? How do I reset the password?
