What's a reasonable delay to start work for employment? If I tell them I won't be able to start until 3 months later, will they even consider me?

All depending on the company, maybe the projects they have will be starting in x months. It's never too early to start looking, maybe you'll get lucky.

I started a new gig back in November and the hiring process took close to three months anyway.

The job market is a strange place now.

It is a thousand times easier to get a new job while already working.

If you let the contract expire it is very difficult to find a job.

Exactly, I was a contractor for Loreal once, I heard the group that I was supporting was going to be laid off in six months, I started looking then, and started studying up on what was around. Took about 1 month to go though the process at the new place.

Start looking. By the time the application deadline passes and the companies get round to interviewing it won't be far off three months anyhow...
