My wireless light on my Belkin router not steadily staying on like it used to

I'm guessing it's getting interference somehow? I found something online where you could see all other wireless routers around you and see what channel they are using (to avoid interference) but when I downloaded it on my laptop, it said my laptop wireless card could not be found (which is weird, its a new laptop)

1) are there any other programs I can download that do this?
2) what may be causing this constant blinking of the wireless signal? It used to be solid all the time

Some info about your Laptop and it type of card might help too (Unless it is some kind of National Secret)?

Wireless light usually blinks when it transmits and receives.
