My Windows MCE has begun to skip (stutter) wildly while viewing Live TV

My Windows MCE has begun to skip (stutter) wildly while viewing Live TV or playback of recorded Std cable programming. I open Windows Task Manager and find a process called "system" to be bounding from 0% up through 60% or more. It's because of this that the MCE TV is so choppy.
I took the hdd out and installed it into a IDE-2-USB enclosure plugging that via USB 2.0 cable into my main pc. I ran a scan with ComputerAssociates anti-virus and then Spy Sweeper but only found one item in Spy Sweeper to quaranteen.
What to do? I don't want to reinstall the OS.

Epox EP-8K5A2+ VIA KT333
Athlon XP 1.8GHz
Windows XP MCE
Hauppauge 150 TV card
 
Had any BSODs or crashes lately?

Check to make sure that DMA access is active for the harddrives in the device-manager
 
No, but I think I'm just gonna install XP cause I hate using a mouse for program control when I can use the remote that came with my Hauppauge 150 if I use XP. Man, I wish I had a friend who has Beyond or Sage TV.
