My Win2000 Can Not Create New Folders

If I bring up "My Computer", select a folder. and click on "File", the "New" option is missing.

If I bring up "Windows Explorer", the "File, Edit, View, etc" toolbar is missing.


 
A little history would help.

Is this a new Win2k install ?

Is this an old install and it was working fine until a few days ago ?

 
My Win 2000 installation was made on Jan 18, 2004. It has been the most stable of the various versions of Windows I have had over the years.

The problems I described above were a surprise discovery yesterday when I wanted to create a new folder and discovered that I couldn't.

My paranoia is suspicious that it might be due to recent Microsoft updates, but that is just a guess.
 
Never seen or heard of anything like that happening before ...

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar\Explorer

Backup the key and then delete the value ITBarLayout. The system should
generate a new ITBarLayout for you automatically. Hope this works."

"We have a win2k user whose explorer.exe is missing the top pull-down menu bar
(File, Edit,... Help). A search on google (below) found a person with the same
problem, but we are in the same boat as they are: all the suggestions failed to
fix it:Alt-F or Alt-E, trying to hover the mouse over where menubar should be.
If I login as ascadmin the menubar is ok. Also tried turning off active
desktop, and other things, but still no menubar. Ideas?


Solution:
Windows 2000 and IE 5.5; I could fix it. Had to Repair the IE 5.5
(control panel/add remove software/Microsoft Internet Explorer change Remove
-> chose the repair option) which failed. Reason the files
browselc.dll and asctrls.ocx were missing. Did copy them from another
W2k installation (into c:\windows\system32). Closed all Explorer and
Internet applications. Afterwards I did rename the registry key
Toolbar to ToolbarOLD and did import the the
[HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Toolbar\]
key from another W2k installation. (fix.reg)"
