I'm running Windows XP and have a GEFORCE4 Ti4200.

The settings will not let me go below 16bit colors. I tried disabling the card, but doesn't seem to go down below 16bits still. Any solutions other than buying an OOOLD graphic card?

oh yea, my friend is trying to play this OLD game and it gives a message "requires 256 color display"

right-click on the shortcut for the program, and go to properties. from there, click on the "Compatibility" tab. the option for running the program in 256 color mode should be there.

Thats only availble with XP. If you have XP, click the compatibility tab.

Display Properties -> Settings -> Advanced -> Adapter -> List All Modes...
