The options:

1) Keep Verizon landline (~$65-100+mo)
1yr contract for:
a. 768Kbps/128Kbps: First month free, rest @ $14.95
b. 3Mbps/768Kbps: First month free, 2-3 @ $21.95, 4-12 @ $29.95
No distance estimate from DSLReports, so I don't know what speed he'd actually achieve.

2) Drop Verizon landline & go with Time Warner
a. Time Warner digital phone / RoadRunner 5Mbps/384Kbps: $79.95/mo
b. RR cable (~$40-50/mo?) + VOIP

3) Drop Verizon landline & try Earthlink
I discovered it was practically impossible to run Earthlink highspeed with a Time Warner cable TV account..but since he has no cable at all, it may be possible.

~$40/mo is going to be a lot higher than he'll want to pay (he was considering the $15 DSL package), but if VOIP is reliable, he may go for it.

He does not have/want cable TV service. Main concerns would be voice quality and phone reliability if he were to go with a VOIP solution. The ability to game online & have someone on the phone simultaneously (without noticable lag/quality loss) would be good as well.

I am more than happy with my RoadRunner connection (6mo @ $29.95), but I'm not sure if he can get the same deal without cable TV service.
