My TV sucks - Is it broke?

I have a Toshiba 55" LED 1080p TV from 2017. First, I have reset it numerous times. The picture is all washed out to the point where if it is a dark scene you can't hardly even see anything. If there is a lot of "black" in the scene, it appears a little pixelated. I have tried so many different settings, including recommendations on avforums.com. At times, there is a darker band around the outside edges of the TV (About 2" wide). It's about to become a target for range time. Is there a decent 55" TV in 2020 that doesn't cost a fortune? Thanks a bunch!
 

It's in our living room and it is not that big. Probably 10 feet away for viewing.
